As I was watching it looked like you were looking through a windshield that had a small chip in it. The sun's reflection causes it to shift colors.
It's a balloon....one of those shiny foil types and the reason your see light flickering is because it's tumbling over and over again...good though keep looking up as true ufologist only want solid fact and verifiable evidence.
