Nothing but a low flying plane, with the rising sun reflecting against it. I have seen this many times before as I live on the coast and see planes like this all the time. Also the speed, altitude and flight behavior is consistent with that of a small plane. I'm sure UFO's are out there, but I'm just as sure this ain't one of them.
