Looks like a small commuter jet and the passenger area lights were being turned off. The red blinking light is supportive of this being a plane I believe.
It looks similar to the one we observed in 1973 through binoculars that remained stationary in the sky for 45 minutes (revolving, though), then suddenly ascended within seconds. Only the one we watched was much larger. Yes, it could be a plane, but the lights are awfully bright for that.
