It's a well known case. But it's always good to keep people new to this scene up to date.
What this report fails to include is the fact that an investigation revealed that the lights were of a shrimp fishing fleet that appeared to be flying by because of the stations orbit. They were confirmed to be in the water at the same time as his sighting. Shrimp fishing vessels use bright lights extending out on both sides of the ship in order to lure the shrimp in. What he saw were five fishing vessels, and nothing more.
