NE is the state abbreviation for Nebraska, not Nevada. It should be NV.
If they were flares they would would be moving either up when fired or down when falling.
I saw these same lights while driving to work around 4:00am, March 4, in Silver Springs, NV. The lights were over Reno. However, there were only a string of 4 lights altogether. I told my wife I thought it was probably a comet or something similar.
