I saw about 10 of these on November 16th. I was looking north, near Boeing air field. They looped around in a circular path and sometimes stopped dead right where they were or dropped straight down several hundred feet. They were flying in and out of the cloud cover, which I later confirmed was at an elevation of around 8000 ft.
