The first light is probably an airplane flying away from camera. My guess is that the other lights are balloons with LED lights inside them, probably dropped from one of the taller buildings.<br /><br />Tough to say considering this video was done with a cell phone at night.
i saw the same thing in chennai,india on 11th april... two bright lights moving n suddenly disappeared..
if you look at this very well at exactly 329minutes in the top left of the screen you will see another light flash very interesting
