They appear to be some sort of bright orbs like the Foo fighters of WW2
I think he needs to roll down his car window. They will disappear. They look like reflections from something inside his car to me.
Airplanes coming towards his direction with their forward lights on, either from Stanstead, Heathrow, or Gatwick airport, or the two lights arereflections from inside his car like a previous commenter has suggested.
