This strange object was flying over Port Charlotte, Florida at low altitude on 12th April 2021.

Could be a balloon. Remember there are different levels of wind in the air including thermals.
A common ufo video. A lot of distance can’t tell what it is, except maybe tumbling in the wind. If it suddenly stopped, and zipped back in the opposite direction, now that would be something to see. It looks like it’s just floating in the wind.
