At 200-4000 ft they would have been pretty fairly small objects... I don't know what they would be that's interesting. Maybe on US government with an experiment? (like those russian jets that can hover?) Other then that I have no clue.

I've seen them in Miami, FL too, multiple metalic spheres appeared at VERY high altitude. They moved in a general direction, they seemed to flash at an irregular pace. And, they looked exactly they objects you were lucky enough to photograph. Can't recall the date, but the time was about 11:30a or 12:30p
