Get a tripod or lean against a wall! It's hard to tell because this footage is so jerky, but I would assume this is just an airplane because of the lights. All airplanes operating at night have a flashing green, red,and white light.

What time was this seen? I literally saw the same thing the same night in Farmington, CT. It sat in one spot in the sky as we were passing it very low and suddenly took off. When we got out of the car and looked around, we could see a dot over the trees in the distance moving like that, changing brightness like that. I feel like it was around 10pm our time, which would have been 7pm

Seems like an aircraft that has just taken off. Bright lights need to be on anywhere below 7,000 ft. it banks to the left and you can barely make out it's tail section if you look real close. I see these things everyday and even during the day they can look like flying saucers because of the weird angles that you can witness these planes land or takeoff relative to the observer on the ground.
