Blatantly a weather balloon.
It does look a bit like a weather balloon. I have seen 2 of them coming down to earth and they both had long trailing strings or cables hanging down and were more elongated. That could have been because they were deflating as they landed. Interesting , nevertheless

a spy blimp? it keeps its' shape as it's turning. it looks like one of those mini- blimps with spy cams on them, or a weather balloon.
